HRCP Reports Severe Civic Space Contraction and Judicial Erosion in 2025

The Human Rights Commission of Pakistan has published its annual report for 2025, documenting what it describes as a severe contraction of civic space and a significant erosion of judicial independence across the country during the year under review.

The HRCP report catalogues a pattern of restrictions on press freedom, political dissent, civil society activity, and public assembly, asserting that democratic norms came under sustained pressure throughout 2025. The commission expressed particular concern over the functioning of courts and what it characterised as interference in judicial processes.

The report also highlights deteriorating conditions for journalists, human rights defenders, and minority communities, presenting documented cases of enforced disappearances, custodial abuse, and the suppression of peaceful protest. The HRCP calls on state institutions to reverse what it terms a dangerous democratic regression.

The annual report carries significant weight as an independent assessment of the country's human rights landscape and is routinely cited by international bodies, foreign governments, and civil society organisations in evaluating Pakistan's democratic health. Rights groups are expected to use the findings to press for legislative and institutional reforms.
