India's IWT Violations Threaten KP Rice Crop as Farmers Seek World Bank Intervention

Farmers in Khyber Pakhtunkhwa are raising alarms over what they describe as Indian violations of the Indus Waters Treaty, warning that restricted water flows are directly imperilling the province's rice production ahead of the critical sowing season. Agricultural communities have called on the World Bank, the treaty's guarantor institution, to intervene and ensure compliance.

The Indus Waters Treaty, brokered by the World Bank in 1960, governs the distribution of water from the Indus river system between Pakistan and India. Pakistani farmers and provincial agricultural officials contend that upstream interference by India is causing significant reductions in water availability, putting crop yields at serious risk.

Rice cultivation in Khyber Pakhtunkhwa depends heavily on assured irrigation flows during planting periods. Disruption at this stage can cause cascading losses throughout the season, affecting food security, farmer incomes, and provincial agricultural output in ways that are difficult to reverse.

The appeal to the World Bank signals growing frustration with the treaty's implementation mechanisms, and comes against a backdrop of strained Pakistan-India relations that have complicated bilateral water management. Agricultural groups have demanded an independent international assessment of current water flows to determine whether treaty obligations are being met.
