Pakistan Cites PCA Award As Reinforcing Indus Waters Treaty Limits On India

Pakistan has declared that a ruling by the Permanent Court of Arbitration reinforces the binding constraints placed on India under the Indus Waters Treaty, asserting that New Delhi cannot unilaterally alter or suspend the landmark 1960 water-sharing agreement. Islamabad's response follows a period of heightened bilateral tension during which India signalled its intent to revisit or withhold treaty obligations.

The PCA award is being characterised by Pakistani officials as a legal affirmation that the IWT's dispute resolution mechanisms remain operative and that India is not at liberty to act outside their framework. Pakistan has long maintained that any attempt by India to divert or control Indus Basin flows in violation of the treaty constitutes a breach of international law.

The Indus Waters Treaty, brokered by the World Bank, governs the distribution of six Himalayan rivers between the two countries and has survived multiple wars and diplomatic crises over more than six decades. Its current strain reflects the broader deterioration in India-Pakistan relations, with water now emerging as a distinct and contentious dimension of the bilateral standoff.
