Pakistan's Senate has sounded a sharp warning over what legislators are calling a dangerous surge in violence against women across the country, with senators describing the criminal justice system's response as a systemic failure. A conviction rate of just five percent in cases involving gender-based violence was cited as evidence that institutional mechanisms are failing to deliver justice for victims.

Senators across party lines expressed alarm during floor proceedings, demanding immediate reform of investigative, prosecutorial, and judicial processes that have allowed the overwhelming majority of perpetrators to walk free. The five percent figure, drawn from official data presented during the session, was characterised not as an anomaly but as an entrenched structural problem.

Legislators called for enhanced training of police and prosecution teams, dedicated fast-track courts for gender-based violence cases, and stronger victim protection frameworks. Several senators pointed to persistent social stigma, evidence mishandling, and witness intimidation as compounding factors that erode conviction prospects before cases reach trial.

The debate reflects growing parliamentary pressure on the federal and provincial governments to treat violence against women as a governance emergency rather than a social welfare issue.
